This flag is passed to the function performing the actual work. With new cluster config POJOs we want to have the functions *only* accept the POJO as an argument. To that end the function should be able to set this new flag if the action fails because of a missing or already existing component. It will then be up to the command to process the returned {{CliFunctionResult}} to determine what to present to the user.
