Review comment:
       I removed `hash = TRUE` because it's the default value. I think manually specifying the default argument adds a bit of indirection but I don't particularly mind that it's there. I suspect it doesn't matter much anyway, since a lookup only happens once per `dplyr::verb()` call and there's only two items in `.cache`.
   
   I think we just want a lookup table for `nse_funcs` and `agg_funcs`...all of the functions that are members hold on to their own `environment()` and the default `parent` would just be the arrow namespace if you ever needed it. I added this arg to explicitly avoid accidentally looking up an object in the arrow namespace that would mask a user's object in the calling environment (although I think both `nse_funcs` and `agg_funcs` get turned into `list()`s before they get turned into data masks, so their environment is obliterated with the current strategy).
