Some operations, for example,balance,parses configuration(from core-site.xml,hdfs-site.xml) to get NameServiceUris to link to.
Current method considers those end with or without "/"  as two different uris, then following operation may meet errors.
bq. [hdfs://haCluster, hdfs://haCluster/] are considered to be two different uris   which actually the same.
