[ISSUE #11182] Include rpcCode in the authorization cache key and short-circuit whitelisted requests

The StatefulAuthorizationStrategy authorization cache key omitted rpcCode, so a
whitelisted request's ALLOW was cached under a key shared with non-whitelisted
requests, letting them skip the ACL check entirely. Short-circuit the whitelist
before the cache lookup and include rpcCode in the cache key.
