Wicket cannot know whether the page has state or not. If the page has no state then it should use stateless component, i.e. page.isPageStateless() should return true. In this case Wicket will execute onClick/onSubmit/... If the page is stateful Wicket cannot make assumptions whether the component/behavior is there or not.
