minor error in patch:
in air-config-template.xml and airmobile-config-template.xml
  <locale-element>en_US</locale-element>
resp.
 <language>en_US</language>

should be 
 <locale-element>@locale@</locale-element>
resp.
 <language>@locale@</language>
