Attaching a patch which adds a DERBY_OPTS variable (similar to, say, ANT_OPTS) which allows setting various java -D properties before the execution of the NetworkServerControl class. This would allow setting derby.system.home before using startNetworkServer.* by setting DERBY_OPTS to "-Dderby.system.home=/my/derby/system/home".
