It seems that some WorkspaceInitializer(s) index the content that they add, and after running through all of them, the _OakInitializer_ will also do a new index.
This is excessive, and it could be avoided.

It also introduces another problem with uniqueness enforcement on certain index types, but I'll tackle that on a different issue.
