Currently, `ble_gap_periodic_adv_sync_create` makes no use of `params->reports_disabled` field. Because of that there is no way to perform "Periodic Advertising Synchronization Establishment Procedure without listening for periodic advertising events", stated in Test Specification. This is affecting GAP/PADV/PASE/BV-01-C (Periodic Report event is sent to Upper Tester, and it shouldn't be)
`ble_gap_periodic_adv_sync_create` and HCI command `BLE_HCI_OCF_LE_PERIODIC_ADV_CREATE_SYNC` should be extended in similar way as `periodic_adv_transfer_enable` and `BLE_HCI_OCF_LE_PERIODIC_ADV_SYNC_TRANSFER_PARAMS`
