`ContinousRoutineLocalInfo` ate marshalled in a discovery thread. Like `ContinousRoutineDiscoveryDataItem`, is shoudn't use `BinaryMarshaller` to avoid possible deadlocks. Currently, we use `JDKMarshaller` in `Discvoery`.
