[ANNOUNCEMENT] Commons Digester 1.3 release

The Commons Digester team is proud to announce the release of Commons
Digester 1.3. This release includes minor new functionality, retaining
full backwards  compatibility with earlier versions of Commons
BeanUtils. It also incorporates fixes for a number of bugs which were
reported against earlier versions.
