[log4j] Scala 2.12.3

Hi All,

Scala 2.12.3 has been out for a little while. Do we need a new module to
match?

Scala libraries within a 2.x are all binary compatible, so we don't need a
new module until 2.13.0 comes out (there's a beta for it already which we
could start testing soon, though we shouldn't publish any 2.13 artifacts
until the 2.13.0 release is final).
