Sadly Jira isn't designed for such usage. 
One project = 1 Project/Product Lifecycle (with versions ...)
I understand that such constraints is interesting on the administration side (I'm also administrating various Jira servers) but sadly it is a nightmare for users and developers (especially to manage versions across components).
We did the necessary to create such project on Codehaus side like before : http://jira.codehaus.org/browse/MSCMPUB
