a) Why do we want to do this?
b) How can this be done?

Log4j 1 didn't support plugins and the interface was very different. I understand the motivation, but it would seem to me to be more reasonable to provide a tool to convert Log4j 1 configurations to the Log4j 2 configuration format, as much as possible.

I'd like to see more of a description of what is intended and how it can be accomplished.
