Recent changes (r1348707 11-Jun-2012) cause regressions:

1. Deleting the broker management property 'maxConns' causes needless hardship for downstream projects that are expecting it. 

I propose to restore this property and populate it as before.

2. CLI switch max-connections is ambiguous with respect to max-connections-per-ip and max-connections-per-user for older versions of boost program_options.

I propose to resolve the ambiguity by renaming the new options:

max-connections-per-user => limit-connections-per-user
max-connections-per-ip   => limit-connections-per-ip
