Confirming, that this is a problem for the Tomcat wiki as well.

Steps to reproduce:
1. Configure your Browser to prefer content in a non-english language.
In my case it is Russian ("ru"), which is the default in a localized version of Firefox.
2. Navigate to http://wiki.apache.org/tomcat/
3. You are presented with a localized version of the FrontPage
The problems are:

- This localized page is *empty*
It is an intact template page (having "your project name" placeholder instead of a title). And the same for a dozen of other languages, where localized FrontPage does exist.

- This localized wiki exists in parallel to the English one, independently from it. 
The search results there do not list English pages, and there is no way to navigate to the English pages, unless you know the exact name of the page you are interested in. 
Effectively it prevents you from accessing the English pages.

- There is no GUI element to change your current language.
There is no drop-down list of languages or anything like that.
Though you can log in and change your preferences there, but who will be logging in to read some wiki?

4. Expected result:
To see http://wiki.apache.org/tomcat/FrontPage  and to be able to search and navigate to the other wiki pages from there.


Solution:
Here is description of this problem and recipes to solve it from the MoinMoin wiki pages:

I think that the way to go is to specify
available_languages = ['en'] 

in the configuration file (wikiconfig.py?), as is mentioned near the bottom on that help page. Though I am not MoinMoin admin, so I do not really know.
