SSI ouside DocumentRoot

Good day to all.

I tried to enable SSI outside the DocumentRoot but failed. Nothing happens - SSI does not work... No exceptions are raised.

I set all the directives necessary to enable the feature as described in docs...
Will you explain where I am wrong?

(My Apache runs under Win2000 server)
