[server] Support hot update for active segment retention roll

Separate tiered and TTL cleanup paths so each retention action owns segment deletion and active-segment rolling. Make log.retention.roll-active-segment.enabled dynamically reconfigurable through a shared AtomicBoolean owned by LogManager, avoiding per-tablet update traversal. Update dynamic configuration and TTL retention coverage.
