Michael,
I am sorry I misunderstood what you meant by not respecting enabled protocols. I thought you were referring to the 'https.protocols' system property. You are absolutely correct about HttpClient not respecting the defaults, but I believe those are JSSE provider defaults, not JVMs.
Fixed in SVN trunk and 4.3.x branch.
