Its definitely not an issue.  One cannot willy nilly install an iOS binary onto an iDevice.  It has to either be installed via the App store or, for dev and testing purposes, the binary must be created with a provisioning certificate that includes the UIDs of the devices that the app can be installed on.  I don't think any Apache project would want to go through the trouble of collecting potential users' device ids to create such binaries.  

The primary purpose (at least for Apache Flex) would be to showcase the capabilities of the Flex SDK in an app that can be easily distributed to end users.  For that, installing via the Apple App store would just be fine.
