Hm...since the log message shows the branch info, and the diffs
(removed from this mail) also showed the branch info, perhaps I don't
need to do anything special in the body of the log message itself
(except maybe mention "the issue-654-dev branch") ?

I don't think you need to mention the branch. That is readily available, but
like we don't mention "trunk" or "trunk/subversion".
I think the formatting and content should be the same as any other log
message, though. Even though it is on a branch, the specific changes are
still important, and need to be doc'd.
