    Add Traffic Monitor 2.0 Hot Log Location Reloading

    Adds TM2 reloading log locations when they change in the config file. This allows e.g. changing the debug log location from "null" to a real file, without restarting the service. 
    
    We've hit several state bugs which go away on restart, this will make future state bugs much easier to debug. 

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/rob05c/incubator-trafficcontrol tm2-pollcfg

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/incubator-trafficcontrol/pull/415.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
