[DataFusion] Discuss release cadence / patch releases / LTS

There were some questions on Slack about the DataFusion release cadence
(currently, one major release every two weeks), which led to a discussion
about possible changes, so I have created a GitHub issue to continue the
discussion with the community and wanted to bring it to everyones attention.
