xdocs - where committers (and others) can help

Folks,

Since we broke apart Excalibur, there are plenty of empty documents that need creative attention. 
Not that there were docs before, it is just that the missing nature of these is more apparent now.

Please, using "Search" in WindowsExplorer (etc) look for *.xml files containing three question
marks -> '???'.  If you feel you can comment, please do so....
