Add a Mail notification mechanism for when Sieve scripts fail

Currently there is no way for a user to know that their Sieve script has failed. This will send an email notification to the owner of the failing script with details of the message that caused the failure.

Note: There is a need for care here to avoid recursively sending the email notification through the failing script.
