I'm fixing this in a patch I'm working on but wanted to note it for the changelog's sake

ARROW_IPC=OFF was being set by {{archery benchmark}} but when ARROW_BUILD_TESTS=ON it was being re-enabled in cpp/CMakeLists.txt
