Locally, it's OK. But site.css files haven't been removed from docs sub-folders.
Yet no changes on the web :(

I've updated site.vsl transformation script to compute the relative path to style sheet, which is added to the <LINK> element in the resulting HTML pages.
I've updated build.xml to copy site.css to the docs folder only.
Also I've updated all the HTML files in xdocs folder to refer to this only style sheet.

Issue has been verified by reporter and can be closed. the latest concern that 0KB copies of site still remain in certain folders has been resolved.

resolved. if you wake up on a morning and the site isn't using the styles any more, blame it on me. if the site works fine mornings and any other time, we can close the issue.

The changes were promoted to the web site at last. Everything is OK...
...But there are still site.css files in sub-folders of the web site, however, they have zero length. For example, I can access:
http://harmony.apache.org/subcomponents/classlibrary/site.css
http://harmony.apache.org/subcomponents/buildtest/site.css
These files of zero size exist in SVN repository, I think we need to delete them. (I seem the remove patch didn't delete the files but just made them zero size.)
