New maillist issues@

Hi All,

To reduce clutter on our dev list a bit I created a new mailing list
issues@hop.a.o.
This list will receive all newly created issues on GitHub, this should
reduce clutter to our dev list a bit and allows you to create a rule on how
you want to handle that flow.
When a new PR is created this information will still go to our dev list so
someone can take action on it.

This does not overrule the settings you have configured in GitHub on the
repository.
For a full list on what happens when you can take a look at our asf.yaml
file [1]
