Docker Hub is a public-facing downstream distribution channel. The Infra-supported Docker images at https://hub.docker.com/r/apache/ should not link to unreleased code. These images are being discovered by people outside our project development communities and are being mistaken for official distributions: see LEGAL-270.

Instead of being built from the Git `master` branch for one of our repositories, the `latest` Docker tag should instead be built from a commit representing an official release.
