This section of the documentation now explains how incremental builds work
by default in an open workspace, and points out that `bst workspace reset`
can be used to ensure the configure commands get run again.

We don't have a formal ICLA signed to keep this under ASF license, even
though Alberto Fanjul has given his consent to use this over IRC, let's
