about installation in unix digital

I am trying to configure the apache 1.3.1 in my unix digital, and i change the port for 8560 in httpd.conf, but when i try to connect in my browser i receive a permission denied.
I read my files htppd.conf, access.conf and srm.conf, but i don't know what is wrong.
Can anyone help me?
