insertion rate change after stopping node

Hello,

I have 2 DC 8+7 nodes Cassandra cluster with RF:2:2.
Insertion rate dropped recently.
If I stop an exact node, insertion rate goes normal.
What should be the problem?

Potentially slow machine / bad cpu / bad disk / bad dimms.
