Potential Velocity Problems

Hi,

Several Maven plugins use the Velocity taglib and previous to this
release Velocity was part of the core Maven distribution. This is not
the case anymore and I didn't test every last plugin so if you get
ClassNotFound exceptions in conjunction with the Velocity Tag Lib where
you didn't before this is the reason.
