[You should upgrade to 2.3.2.]

The -H and -P flags are to tell JMeter to use an external proxy, and
are nothing to do with the JMeter proxy recorder.

Try running without these flags.

Actually the Followed procedure in the users manual.
Lan setting Adress Localhost ,No 9090
In proxy server Port 9090
option no1
Untick the bypass proxy : Then our applications name was recorded and all
othe web sites were recorded.(the application could not be loaded due to the
by pass proxy setting.).
option no 2
tick the bypass proxy setting : All other web site except ours was recorded
though the website was loaded.
I opened the jmeter 2.3.1 from cmd.exe with -Hlocalhost -P8080
Please give a solution

Probably the browser is not actually using the JMeter proxy. Try
stopping the proxy and see if the browser is affected when using the
application.
