update NetUI test webapps to move source artifacts from web/ into the src/ directory

In a past bug we updated NetUI samples by moving source artifacts from web/
into the src/ directory so that the projects are more typically structured.
I can do this for the NetUI test webapps as well. Any objections or
additional thoughts?

OK, good input. I'll take a look at tomcatWeb and see if there's anything in
there we really want. Otherwise I'll remove it. Thanks!

  That'd be great!  While you're moving files around, it's probably also worth:

- moving the JPF compiler tests from *.jpf to *.java
- moving the *.jpf files in tomcatWeb/ to *.java (or deleting
tomcatWeb alltogether)
