Use workflow_run for PR check (#3531)
* Use workflow_run for PR check
PR check runs on workflow_run after the new PR Signal workflow
instead of pull_request_target.

* Restore synchronize in PR Signal
PR check reports a commit status on the PR head, so it has to run
again for every new head commit.
