If the instanceof dependency is changed to org.apache.activemq.broker.LockableServiceSupport that may suffice.
Maybe add LeaseLockerIOExceptionHandler that will work with any store that implements LockableServiceSupport and deprecate the JDBCIOExceptionHandler
