You are using
<compilerarg value="-source 1.4"/>
You should be using
<compilerarg line="-source 1.4"/>

You should use the "source" attribute of the <javac> task.
Also, you will need to set the "target" attribute as well

so you shoudl do:
<javac source="1.4" target="1.4" ..../>
