   This is very nice optimisation. It skips all image building part in case the change does not touch .py or .rst files (or any of the scripts/Dockerfiles). Also skips chart tests and api tests at all if charts/apis are not changed. 
   
   This does not happen very often, but if someone just correts typo in one of the .md documents. or .rsts which are not part of the documentation, this will be HUGE decrease of the strain in GA (the job finishes in < 5 minutes)
