  Much like the BSoD errors, a 3rd party WinSock driver or filter is rebooting
  your system.  This could be firewall, antivirus or vpn software.  Such drivers
  have proven to be notoriously buggy.

  Sorry there is nothing the Apache project can do to help you.  Perhaps you
  would have an easier time (all around) by using two IP addresses or using a
  different port number for Apache and IIS, since this is a test/dev machine.
