Hi Alejandro,
Since URL query is case sensitive by default, we may omit the statement if we are doing case sensitive. Just like that we won't mention that scheme and authority are case insensitive.
For delegation, let's leave it as-is for the moment. If we change it, we should change code and the doc together. This must be done before the 205.1 release.
Anyway, if you find other bugs, please file new JIRAs instead of reopening this.

Nicholas, the issue about spec-ing case sensitivity of param names and values in the query string has not been addressed.
This is a BIG issue to ensure interoperability.
If the spec states that the param names & values are case sensitive as per spec I'm good. If the client/server implementation choses to accept case insensitive it is fine, but it should always emit as per spec case.
