keep-with-next broken?

Hi all,
I read that keep-with next ist broken, 
and keep-together is not implemented. 

Though I need to keep some paragraphs together on one
page ( bill footer )

Are there any workarounds?
Or where do I look if I like [to try] to fix this
problem?

I'm using fop-0.20.4rc

Because I missed anouncement somehow, but I will
correct this problem tomorrow.

Put your stuff into a table as keep-together works on table-rows.
