[Bug 7139] FSL_HELO_BARE_IP_2 should ignore localhost, 127.0.0.1, ::1

I am working with ZIX to figure out a solution for this, however it is common
for a a header to include 127.0.0.1 IP address when communicating between the
postfix milter and 3rd party plugins.

Since it is not possible to correct the this rule, is it possible to add a rule
to reverse the score, matching naked IP 127.0.0.1 and ::1

I have attempted this on my own, but was unable to make the appropriate
corrections.
