1) Downloads URLs should never point directly to the ASF distribution servers; always point to a mirror

The new website (at the time this JIRA was raised, the Confluence instllation had just been upgraded without notice for security reason, and had somewhat broken the export which formed the old website) is now in place, and I have updated the download page to link to the mirrors and provide links to the keys and checksums along with instructions on hwo to use them.

I really think we need a serious re-arrangement of the web site. I think we should use a maven generated simple web site, which is followed by most of the ASF projects.
