[FLINK-35500][Connectors/DynamoDB] Build DELETE key from primary key for CDC deletes

The Table API sink sent the whole item as the DELETE key, so CDC deletes failed
with "The provided key element does not match the schema". Build the DELETE key
from the declared PRIMARY KEY only; leave PUT (INSERT/UPDATE_AFTER) unchanged.

Also validates PRIMARY KEY arity, defaults PARTITIONED BY to the primary key
when unset, fails when PARTITIONED BY and PRIMARY KEY differ, and updates docs.
