[I] [C++] Enable fuzzing option in Meson CI [arrow]

   ### Describe the enhancement requested
   
   We originally disabled fuzzing in Meson CI because it required Meson >= 1.8, and at the time that was not widely available. Currently, Meson CI is version 1.8.3, so we should be good to lift that restriction
