Repro steps:

Create a Domain D under Root domain
create a admin ,user for this domain
login as domain D admin or domain D user
goto account tab
select an account
select settings tab of the account

Bug
Setting Tabs shows error

Expectation:
Setting tab should not be there for non root domain admin and user as they are not allowed to change settings for the account.
