Description:
Currently, in order to verify that all files have the proper headers, one has to explicitly run a mvn apache-rat:check.
We need to have this check ran when doing a mvn install.
Also exclude the MANIFEST.MF files from the checks.
NOTE: we can't use the latest 0.18 version when building 2.0.X/2.1.X as java 1.8 is required, when the 0.18 version requires java 17.
