A file called list.pl is not recognised as a cgi script, whilst renaming to
listall.pl works fine.
Permissions and server config were not changed by the rename.
No messages go to the logs for the request even in debug mode.

This is almost certainly a configuration problem. (There is nothing inherent in
the apache httpd code that could cause that specific filename to be treated
differently.) Please ask your question on a users-support forum like the
users@httpd.apache.org discussion list.
