User and Password Variable Problem

I am having a problem using a CSV Data Set for login information. When I
substitute ${USER} and ${PASS} for the values of Login_ID and Password,
the request to the server includes the variable names instead of the value
from the data file. A sample of the request follows below. I am using
HTTP Request Defaults and HTTP Cookie Manager Config elements and jMeter
2.3.1. Any ideas, I have run out of things to try.

POST data:
processor=login&requestAccountAction=view&imagePickupAction=&loginAction=&submitAction=submit&login=&USER_ID=${USER}&PASSWORD=${PASS}&authCode=

Thank for the response Sebb. Through trial and error, including placing
the Data Set in the sampler as you suggested, I discovered that the Data
Set must be included before the Thread Group. It was a "last ditch" try
on my part, but it worked. I just thought I'd let you know. Thanks again
for your help.

The CSV Dataset element sets up its variables a bit later than might
be expected, so the variables may not be available to all other
elements - e.g. other Config elements. Try using the variables
directly in the sampler.
